Swampy, a crocodile who lives in the city's sewer system, hates getting dirty, but whenever he tries to take a bath, Cranky, another crocodile who lives in the sewers, disrupts the flow of water to Swampy's house. The water source, located somewhere on the horizontal plane, can be a limited amount of water pooled at different locations or an unlimited amount of water flowing from a pipe. Players use the touch screen on their device to dig into the dirt and redirect the water to the inlet leading to the Swampy tub. At times, the water must pass through other pipes or must interact with machines to open the route to the entrance. When the required amount of water reaches the tub, the level is complete and unlocks the next level. If all the water runs out, the player loses the level. There are also three rubber ducks scattered around the level, which can be collected when they absorb a certain amount of water. Select levels also include items hidden in the mud that unlock bonus levels when the collection of three items is completed.

Some levels also contain hazards that must be avoided or eliminated. For example, some levels contain algae that will absorb water and grow. Sometimes other types of liquids are present, such as purple venom, red mud, and green soft mud. A drop of poison will contaminate pure water and turn it into poison as well, while soft mud will corrode the clay, pop balloons and react with water to destroy both liquids. The mud will eventually harden into clay unless water reaches it, in which case the water will immediately turn into mud. If poison, soft mud or mud enters the entrance, the level will be lost and automatically restarted. In addition, bombs will destroy all objects and kill all rubber ducks in contact, while ordinary water will kill grumpy ducks and poison will kill all other ducks. However, the poison and soft mud will also destroy invading algae on contact. The poison will eliminate it, while the soft mud will cause it to solidify, forming a new barrier - if they come into contact with each other, they will explosively dissolve each other, potentially opening up certain parts of the level, to the player's advantage or disadvantage.

Points are awarded for time spent completing the level, collecting rubber ducks, and for providing more than the minimum amount of water to Swampy's bathtub. Collecting a certain number of rubber ducks will also unlock new levels.
